Fix Prometheus to Display TPS or Delete Feature Temporarily

@Ben Stolman we do not automatically deploy every commit. I think all recent fixes will be merged and deployed later today.

I really don’t like having the Accumulate API rely on an external Prometheus server. Long term, I want to calculate TPS based on minor blocks. That way, it will be tied to the cryptographic state, and it will be internally determined. However, there are some prerequisites that need to be done first.
